Does homeowners insurance cover foundation repair?

Often it does not, when the damage comes from soil that settled, swelled, or shifted. FEMA says a National Flood Insurance Program policy excludes earth movement, even if floodwater caused the soil to move, and lists land subsidence among the examples. A homeowners policy is a separate contract. Read that policy, and let your insurer decide the claim.

Soil that moves under a footing and water that enters a house are two different insurance questions. People mix them up because both can leave a crack.

What a flood policy leaves out

FEMA's earth-movement note says the Standard Flood Insurance Policy excludes earth movement, even if directly caused by flood. The examples include land subsidence, sinkholes, destabilization or movement of land due to water accumulation, and gradual erosion.

That page is about a flood claim. It is still the clearest federal statement we can cite: movement of the soil is treated as a different loss from water on the floor.

What a homeowners policy may still do

The Insurance Information Institute's Am I Covered? page is the place to start for a standard home policy. Your deductible still applies. The insurer decides the claim. This site cannot read your declarations page for you.

A sudden indoor water event, such as a burst pipe, is a different conversation from clay that shrank through a drought. Ask the adjuster which one they think they are looking at. Do not take a crew's word for it.

What that means in Tulsa and elsewhere

In Tulsa, the 2024 residential code is the local building rule. It is not an insurance rule. What to do when the house is cracking or settling is the order while you wait for the adjuster. FEMA P-312 is the federal homeowner guide if flood, not clay, is the hazard you are trying to reduce.
