Do I need an engineer before hiring a foundation contractor?

Sometimes. The City of Waco says a foundation on expansive soil, or soil with a plasticity index of 15 or greater, shall be investigated and designed by a registered engineer. Other cities write their own rules. A contractor can still be the first call. Ask who will stamp the plan before anyone digs.

An engineer writes what the soil is doing. A contractor prices a way to carry the house. Those are different pieces of paper.

When a city already requires an engineer

The City of Waco permit page says foundations placed on expansive soil, or soil with a plasticity index of 15 or greater, shall be investigated and designed by a registered engineer. That is a local rule for Waco. Waco slabs on Houston Black clay keeps it next to the Houston Black note.

Ask the building office in your city if you are not in Waco. The number on the permit page is the one that counts.

What a contractor can still do first

A contractor can look at the crack, the doors, and the grade, and tell you whether they think an engineer should see the lot. That call is not a stamp. How to choose a foundation contractor is the checklist for that conversation.

In Oklahoma, the Uniform Building Code Commission adopted the 2024 International Building Code as the statewide commercial minimum, effective September 14, 2026, and the Construction Industries Board says the 2024 International Residential Code is in that same adoption. Ask a Tulsa office which book the house permit will use.

In Colorado Springs, Pikes Peak Regional Building Department is the office that issues the permit. What to do when the house is cracking or settling is the order while you wait for that answer.
